Interesting idea. I've been pondering something similar for a while, I think we could have a series of hints or introductions as people edit. Currently you get the right to rename (move) pages after 4 days and ten edits, but the new option just appears, why not give people a message explaining what they can now do? Currently our approach is to give a whole usermanual via links in most welcome messages. A better system would be to introduce things gradually so people have time to check each one out. Hotcat turning up after say 100 edits would attract more interest turning up on its own. I've done a little of this by dishing out autopatroller to some people who qualify but don't know to ask - they notice and tend to appreciate it.
